The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- MELSA is conducting the performance evaluation of the Economic Integration for Migrant Communities (Oportunidades Sin Fronteras-OSF for its Acronym in Spanish). This mid-term performance evaluation aims to collect evidence about results and process-level lessons of the Activity's key components, interventions, deliverables, and outcomes. The evaluation will also support USAID/Colombia and the Implementing Partner (IP) accountability and learning processes. The purpose of OSF is to help spark the economic engines of migration and harness the skills and capacities of migrants to meet private sector demand and achieve social and economic gains. OSF will work toward this SO and IR via the following activity-level objectives:- Objective 1: Migrant/Receptor Community Participation in Formal Economy Increased by 25%- Objective 2: Licit/Inclusive Economic Opportunities Increased by $5 Million- Objective 3: Regulatory Framework for Economic Integration of Migrants Enhanced- As part of the evaluation team, MELSA seeks a quantitative specialist. The following are some of the key responsibilities and requirements for the position.**Responsibilities**:- Support the evaluation design, including the theory of change analysis, the preparation of the sample design, as well as the construction of indicators based on the evaluation questions, quantitative data collection methods, and an analysis plan.- Lead and oversee the sampling design and the quantitative primary data collection instruments. Lead the secondary data collection, such as the Government of Colombia's administrative records.- Oversee the quality of quantitative data collection for the evaluation.- Perform the descriptive statistics of the primary and secondary quantitative data, which involves tables and graphs as requested by the team leader, and those for the presentation, report, and construction of findings, conclusions, and recommendations. This also includes any data processing other than the descriptive statistics required by the team leader.- Conduct the quantitative analysis for the reports and presentations mentioned in the deliverables, with the corresponding quantitative evidence annexes. This covers the data triangulation process and its corresponding quantitative analysis to answer each evaluation question as requested by the team leader.- Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner. This includes any required participation in the final presentation and report regarding the quantitative analysis.- Oversee the technical deliverables of the data collection firm, including the databases, dictionaries, instruments, reports, Do files, and metadata for the Development Data Library (DDL).**Español**Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia. La Actividad a Corto Plazo de Monitoreo, Evaluación y Aprendizaje (MELSA, por sus siglas en inglés) brinda servicios de apoyo al monitoreo: diseño e implementación de evaluaciones de desempeño e impacto, así como otros estudios y evaluaciones, respaldando su uso y difusión, y desarrollando iniciativas de colaboración, aprendizaje y adaptación.- MELSA está llevando a cabo la evaluación de resultados de Oportunidades Sin Fronteras (OSF). Esta evaluación de medio término tiene como objetivo recopilar evidencias sobre los resultados y las lecciones a nível de proceso de los componentes, intervenciones, productos y resultados clave de la Actividad. La evaluación también apoyará los procesos de rendición de cuentas y aprendizaje de USAID/Colombia y del socio implementador ("IP", por sus siglas en inglés). El propósito del OSF es ayudar a impulsar los motores económicos de la migración y aprovechar las habilidades y capacidades de los migrantes para satisfacer la demanda del sector privado y lograr beneficios sociales y económicos.
