Chemonics seeks a chief of party for the anticipated USAID Venezuela Response and Integration program in Colombia. This program seeks to contribute to the Colombian Government’s effort to respond to the social, political, and economic disruption caused by sustained mass migration from Venezuela. Specifically, the program will support the Colombian government’s capacity to document and track migrants, refer them to municipal-level services, and promote social integration and acceptance of migrants. Based in Bogota, Colombia, the chief of party will provide overall leadership and technical oversight for the program activity and deliverables in collaboration with the USAID mission, host-country partners, and stakeholders. Responsibilities Include:
- Establish a common vision among the project team and translate this vision into a strategy, annual work plans, and activities
- Serve as the primary point of contact with USAID/Colombia regarding day-to-day contract implementation and management matters
- Ensure quality control, appropriateness, and responsiveness of all work provided under the contract
- Serve as principal liaison with government counterparts, other donors, and community stakeholders, and build effective relationships with all key stakeholders
- Perform strategic, financial, and operational planning, ensuring project compliance with all of USAID’s and Chemonics’ regulations and processes
- Oversee systems for project reporting, monitoring and evaluation, financial management, and personnel and procurement to ensure that program results are met
- Facilitate clear communication channels within the team and maintain communication with Chemonics’ home office
- Manage long-term staff and short-term advisors, ensuring achievement of project results
Qualifications:
- At least 15 years of experience demonstrating increasing responsibility on programs of similar size and scope; prior experience as chief of party with USAID-funded programs in Latin America strongly preferred
- At least five years in a leadership or upper management role
- Demonstrated expertise with refugee or migrant assistance, strengthening subnational governance, and/or policy reform
- Proven leadership and organizational skills; demonstrated success managing and coordinating large and disparate work groups
- A master’s degree in human rights, management, law, public policy, social sciences, economic development, international relations, or a related field
- Excellent interpersonal skills, including demonstrated leadership and team-building experience; ability to communicate effectively with program or technical staff
- Experience working with senior government officials in Latin America and strong consensus-building among diverse actors required
- Demonstrated leadership skills, versatility, and integrity
- Written and spoken fluency in English and Spanish required
