Chemonics seeks a deputy chief of party for the anticipated USAID Venezuela Response and Integration program in Colombia. This program seeks to contribute to the Colombian government’s effort to respond to the social, political, and economic disruption caused by sustained mass migration from Venezuela. Specifically, the program will support the Colombian government’s capacity to document and track migrants, refer them to municipal-level services, and promote social integration and acceptance of migrants.

Based in Bogota, Colombia, the deputy chief of party will support the overall leadership and technical oversight for the program activity and deliverables in collaboration with the USAID mission, host-country partners, and stakeholders. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities Include:

- Ensure objectives under each component are met, including budgetary and indicator goals
- Facilitate collaboration and coordinate between the project’s three objectives, subcontractors, grantees, consultants, and project staff
- Supervise activity design and programmatic decision making
- Establish and maintain positive working relationships with stakeholders, including USAID personnel, government counterparts, civil society organizations, private sector actors, among others
- Ensure timely and accurate reporting and submission of deliverables including annual work plans, annual reports, quarterly reports and other contractual obligations required by USAID
- Oversee and coordinate monitoring and evaluation activities

Qualifications:

- An advanced degree in political science, management, law, human rights, social sciences, economic development, international relations, or a related field; or a bachelor’s degree and an additional 5 years of relevant work experience
- At least 10 years of experience demonstrating increasing responsibility working and leading programs of similar scope and size; prior experience in a leadership role with USAID-funded programs in Latin America strongly preferred
- At least five years in a leadership or upper management role
- Demonstrated experience managing complex international development assistance projects, preferably in Colombia
- Expertise in refugee or migrant assistance and/or strengthening of subnational governments
- Experience in financial management, including budgeting, tracking, reporting, and accounting, preferably in the context of USAID-funded programming
- Excellent interpersonal skills, including team-building experience and the ability to communicate effectively with program and technical staff
- Demonstrated leadership skills, versatility, and integrity
- Written and spoken fluency in English and Spanish required
