Position: Manager – Treaty Partnerships

Job Description

Critical senior leadership position.

Lead measures to achieve strategic alignment and co-ordination within the Ministry on treaty Partnerships

Support the oversight the Ministry’s strategic approach to external engagement and relationships.

Develop and maintain overarching negotiation and implementation strategies that give effect to Treaty claims and settlement commitments.

If the Ministry is to achieve better environmental outcomes for New Zealand, working collaboratively and in close partnership with our Treaty partners is critical. Maori knowledge and understanding of the environment and relationship with the natural world has the potential to address many of New Zealand’s environmental challenges. The extent to which the system supports and enables Maori to do so is a significant area of focus. The role is a key member of the Partnerships Directorate leadership team which oversees the Ministry’s strategic approach to external engagement and relationships with Iwi in progressing settlement negotiations and implementation.

The Treaty Partnerships team has a critical role to play in taking this work forward. You will work closely with Crown agencies to safeguard the durability of historical Treaty settlements. Your skill set and experience will see you engage and have prosperous relationships with iwi, Te Arawhiti, local government and other government agencies is essential, as are your skills in the management of your senior analysts within your internal direct report structure.

This newly created position is a pivotal leadership role – a contemporary expression of the Treaty principle of partnership within the environmental management system. Delivering system leadership in how Treaty partnership is exemplified, particularly in a period when the environmental system is set to undergo significant change. For the Ministry to be successful in this area, this role will be looked upon to provide thought leadership and forward-thinking innovation together with the ability to build enduring, trust-based relationships with Treaty partners.

Leading and mentoring the team responsible for negotiating natural resource historical Treaty of Waitangi claims, and responding to contemporary Treaty claims. Managing day to day operations of the team, providing advice on post-settlement commitments and progressing investment opportunities by and with iwi to support environmental outcomes, this position has a unique mix of strategy and operations.

Creating and embedding systems and processes which and give effect to Treaty settlement commitments , your skill set and experience will reference expertise within Treaty settlements , progressing negotiations and the settlement implementation process. Naturally, you will be highly skilled in implementing Waitangi Tribunal findings and recommendations regarding Treaty principles within the environmental management system.

Tasked with developing strategic direction and focus to strengthen the Ministry’s relationships with Treaty partners across Aotearoa, in broad terms the strategic intent is to provide system leadership across the natural resource sector that results in effective expression of the Treaty principle of partnership.

Creating a climate in which people want to do their best; you can motivate many kinds of direct report; can assess each person’s preferred working style and be confident to push tasks and decisions down. Empowering others, you invite input from each person and share ownership and visibility, delegating wisely, you will inspire, motivate and challenge others to perform to their potential.

Skills, knowledge and experience for application are to include;

Extensive knowledge of Treaty settlements including progressing negotiations and settlement implementation.

Knowledge of Treaty settlement policy and associated legislative framework.

Strong political acumen and competency navigating highly complex political environments.

Tikanga Maori and an understanding of issues facing Maori.

Skilled in Crown – Maori policy perspectives and frameworks.

Skilled in coaching, mentoring, and the established ability as a people influencer and people leader.

The prior demonstration of establishing, maintaining and enhancing key strategic partnerships.

Skilled in building a high performing culture, bringing people together and building a unity of purpose.

A demonstration for high performance through planning and maintaining robust systems and process.

The established ability as a people influencer and people leader – you will take people on your journey.

Able to identify and maintain effective, strategic relationships with key stakeholders, through developing strong, long-lasting, high trust partnering.

Ability to set priorities and to achieve deadlines and project and programme outputs.

Experience operating in a bi-cultural environment and understanding the dynamics of the economic, social and environmental context of New Zealand.

Excellent writing skills and experience writing for a range of audiences.

An embodiment of a courageous spirt in all you do.

Te Reo Maori me ona tikanga is highly advantageous to application.
