1. Program background: The Local Health System Sustainability (LHSS) Project purpose is to support achievement of USAID health systems strengthening (HSS) priorities as a means to achieve universal health coverage (UHC). USAID's focus on health systems strengthening is to support partner countries on their journey to self:reliance and prosperity to meet their commitments for improved health and well:being of their population, by strengthening health systems performance and supporting sustained health impact.
The LHSS Colombia Office of Foreign Disaster Assistance (OFDA) Activity will support the Colombian government's efforts to strengthen the health system's resilience and ability to respond to the current COVID:19 pandemic and future health emergencies with improved systems for deployment and management of human resource (HR).
To do this, LHSS will strengthen the surveillance system for COVID:19 by building HR capacity; and strengthen HR planning and management for future emergency detection and response systems.
2. Scope of work
The Senior Consultant in monitoring, evaluation and learning (MEL) to provide in:country support to the Colombian government's COVID:19 response. In this role, the consultant will lead LHSS Colombia OFDA MEL tasks under the supervision of the MEL Director. The consultant will serve as the primary point of contact for the all MEL Colombia COVID:19 tasks and liaise with government and donor counterparts involved in the COVID:19 response.
Task 1: Contribute to finalizing the LHSS Colombia OFDA MEL Plan. This may include participating in meetings with LHSS, USAID or the Government of Colombia to clarify aspects of the USAID MEL plan, and providing technical and implementation guidance for the MEL plan (e.g. indicators, data sources, etc.)
Task 2: The consultant will be responsible for collecting, analyzing and reporting COVID:19 indicators. And as needed, and with guidance from the MEL Director, communicate with the Colombian government to achieve this task.
Task 3: The consultant will be responsible for the development of program quarterly reports, annual reports, and other documents as per program objectives.
Task 4: The consultant will review program data to monitor performance and carry out data analysis and quality assurance activities.
Task 5: Support data analysis, cleaning, and interpretation.
Task 6: Analyze, synthesize program learnings and develop presentations on program results.
Task 7: Attend one LHSS Colombia OFDA learning and dissemination meeting with USAID.
Deliverables:

All data to support measurement of activity indicators
Six (6) monthly reports
Two (2) quarterly reports

3. Required and Desired Qualifications
Required Qualifications
Master's degree in statistics, social science, economics, or another related field.
Minimum 5 years (+) prior experience in monitoring, evaluation, and learning, and/or data management.
Demonstrated experience in qualitative and/or quantitative research methods (e.g. data collection, analysis, etc.).
Demonstrated experience in the development and implementation of monitoring and evaluation systems for project learning and results reporting
Demonstrated experience synthesizing project data across knowledge areas, and translating project monitoring data/evidence to knowledge and learning products or action.
Ability to write technical papers and reports
Proficiency in MS Word, Excel, and PowerPoint
Has excellent communication skills, both oral and written.
Fluent Spanish writing/speaking skills.
Desired Qualifications
The following qualifications are desired:
Demonstrated experience with international development and donor:funded programs.
Experience in statistical software, such as STATA, SPSS, SAS or R and qualitative NVivo software.
