The Monitoring, Evaluation, and Learning Short-Term Activity (MELSA) provides monitoring support services: designing and implementing performance and impact evaluations, as well as other studies and assessments, supporting their use and dissemination, and developing collaboration, learning, and adapting initiatives.- USAID/Colombia requested MELSA to develop a research study to identify interventions for conflict mitigation, violence prevention, and citizen security (secondary and tertiary prevention) related to urban areas. The purpose of the study is to inform the design and planning of the new Development Cooperation Country Strategy for the period 2025-2030. USAID/Colombia's growing work with youth addresses youth vulnerability and puts special emphasis on the Agency's global youth development policies. The Mission's youth strategy implements USAID's Youth in Development Policy and Positive Youth Development Framework by developing youth leadership skills, promoting economic opportunities for youth, increasing youth participation in community development, engaging families to foster protective environments for youth, and developing their social and technical skills.The overall objective of this research is to identify conflict mitigation, violence prevention, and citizen security interventions (secondary and tertiary prevention) and models. It is also to assess the root causes of violence, to effectively respond to the needs of at-risk youth and communities affected by urban violence, in a context that includes various categories of perpetrators including gangs and other organized groups in Colombia, Latin America, and the Caribbean.The consultant who fulfills the role of team leader will be responsible for directing all conceptual, methodological, and technical aspects of the research, ensuring compliance with established deadlines and USAID/Colombia quality standards. Additionally, he/she will provide the depth and relevance of the findings, conclusions, and recommendations. He/she will be in charge of the presentation of results, the writing of the final report, and the implementation of the study's use and dissemination plan.**Responsibilities**:- Lead the development of the Assessment's methodological design and work plan.- Provide technical guidance to the consultant team to ensure adequate development of their activities and delivery of their products.- Serve as the primary liaison with USAID/Colombia's counterparts and MELSA.- Ensure the technical quality of the products prepared by the consultant team.- Prepare and lead meetings requested by MELSA and USAID/Colombia.- Carry out strategic planning of the project to achieve objectives and overcome possible setbacks in implementing the measurement.- Identify challenges and limitations and propose alternative solutions during the development of the Assessment.- Lead fieldwork in the prioritized areas.- Implement the instruments for qualitative data collection in the field.- Oversee the quality and timeliness of the quantitative and qualitative data analysis.- Lead presentations (Powerpoint/Google Slides) of preliminary and results addressed to USAID/Colombia.- Write main technical deliverables and communications in English, including the final assessment report.- Provide technical guidance for the development of the use and dissemination plan.- Conduct briefs and presentations to USAID/Colombia.- Lead the implementation of the adjustments to the products requested by MELSA and USAID/Colombia.**Español**- Panagora Group es una pequeña empresa estadounidense que proporciona servicios técnicos y de asesoramiento relacionados con el monitoreo, la evaluación y el aprendizaje de la estrategia y actividades de USAID/Colombia.
